Starting on January 20, 2020, the Italian Embassy in Manila does no longer offer certification of translations for procedures or practices to be initiated in Italy as part of their consular services.
This means that, if a document has to be used for a procedure in Italy, the Embassy does no longer certificates that its translation is correct and valid.
The only way to go is to have the translation "sworn" at an Italian Court by a professional translator.
This is a real set back for many Filipinos living and doing business in Italy. Add to that the Covid-19 quarantine, and it is easy to understand how difficult it is to get one's documents ready for use in Italy.
